Added a NEWS.md file to track changes to the package.
Replaced all instances of cat() function with more appropriate functions
Updated oneCatCI() and twoCatCI() functions to have options for fully or partially synthetic data.
Updated calls to data.frame() to have the stringsAsFactors = TRUE in anticipation of new default changes to R 4.0.0.
Now able to check the variable rates for a single variable in pertRates().
